I will be in Heathrow next month and planning to purchase 2 bags. Do I need to call ahead or can I just walk in? What is the personal shopper? My flight departs at 09:30 am

For LV, If you're departing from terminal 3 or 5, you don't need to call ahead or schedule a personal shopper. You only need a personal shopper if you want to shop at a store that's in a terminal you're not departing from.
 
I'm entering Heathrow T5 from US then transferring to continental Europe for a couple weeks of vacation. My understanding is in the terminal, all things are already priced without VAT? Since I'm going to other parts of Europe and then exit via T5 in Heathrow to the US... would LV allow me to purchase an item without VAT or would they charge me VAT and then on my way out of Europe, I would have to go through detax? Thanks!

You won't be able to access the boutiques upon arrival, they're only in the departure area. With that said, if you go to LV when you get ready to head back to the states, they'll charge you the price without VAT after you've shown your boarding pass that confirms you're leaving Europe.

Is there a limit to how much I can buy w/o incurring the VAT? Or is the limit 800 USD? Do I get charged an import tax when coming into US customs on items over the 800USD limit even though LV didn't charge me for the VAT?

You can buy as much as you want in Europe. It's up to you when you return to US to report any items purchased abroad over 800USD to US customs. US customs can decide how much tax they want to charge you. I believe there is a set percentage for leather goods.

No limit on how much you can purchase VAT free from the boutique. However, you will be required to pay duty on amounts exceeding $800 USD, upon entering the US.

Thanks. It will be some time b4 I end up in London again. I need to convince others to schedule a cruise to Europe so that I can buy LV in Heathrow.
 
Heathrow is my favorite place in Europe to shop LV. I arrive early so I can shop both terminals. Stock is always amazing and they have the best prices. Be aware, when you shop between terminals you will have to go through full security screening on the way into the other terminal and on the way back to your departure terminal so arrive very early. The personal shoppers will escort you between terminals.

Once in the states, declare everything! Sometimes you will get a nice customs agent who will let you go with no tax charges. To date, I have always declared my goods and every time they waived me through without taxing me.

Even if you are charged it's only 3% if you have items valued from $801 to $1200. After that, the tax varies on whether your goods are leather or not.

If you are traveling with your husband or partner, sister, brother, etc you can combine your limits so you are able to have $1600 worth of goods without paying customs tax. If you are traveling with multiple family and wife or husband or boyfriend, girlfriend etc you can all file together. A family of four can have a limit of $3200 without tax.

I’ve not brought anything from LV for a while, due to lack of funds and loving Gucci as well at the moment, I’m having a significant birthday this year, and flying out of Heathrow in June, so yes it’s a few months away but already saving etc
I’m aware that LV wasn’t making as many canvas bags in the last quarter of 2017, is that still the case?
I’m hoping to pick up a NM pochette accessories in mono, I’ve got one in Azur that I use with a long crossbody strap and it’s SO useful...
is something this classic likely to be in stock, should I still contact the PS team or the store first to check?

I would definitely call to see if it's in stock, as I've had difficulty getting the smaller classics from Heathrow. Another thing to keep in mind is that there are some bags that they won't hold, so you should probably confirm that too. Good Luck!
