How to post pictures - HELP!

I've been a TPFer for a couple of months but can't seem to post pictures. I read the FAQs section by Vlad but I don't see the "manage attachments" option below the thread. It is visible whenever I author a thread just like this but never when I post a reply to another member's thread...

HELP! Is there anything I should enable/disable so I can see these?

Or do I need to upload my photos first so I can post the pictures?
