How to find a perfect GIA diamond? Help needed

Sure thing!!! I know, it sucks. It's a time consuming process, esp if you're using only a local jeweler with limited supply from the whole system.
 
If you LOVED that stone in person, great, if the numbers are not super important to you, but the .8 HCA score is deceptive since the angles do not indicate it's a well cut stone. Also: just because the report says something about it being "EX" doesn't mean it's really going to be well cut. GIA has very wide margins for their cut standards. If you can find an AGS jeweler that would be good too.

The HCA will help you weed things out, yes, but it doesn't have to be the main decider. Anything under 2 should be a decent performer but there are sometimes duds in that range.

If you want ideal on paper, stick to the following, don't veer outside of it, and see what comes back. Don't be afraid of a VG on the report if it falls in this range.
Total depth between 59 – 61.8%
Table diameter between 53 – 57%
Crown angle between 34.3 – 34.9 degrees
Pavilion angle between 40.6 – 40.9 degrees
Girdle thickness between thin to medium, faceted (bruted isn't bad, but faceted would be better)
Culet size: none

Don't want to hijack thread but was curious about Cushion Cut Stone; Modified Brilliant.
I know the fancy cuts are harder to determine by numbers alone, I have learned you have to see the stone in person to see if it speaks to you. Any tips on numbers I should consider when looking at Mod Brilliant Cushions? looking to upgrade to 2.75 and wanted to know what to weed out?

Nope not really. The range is HUGE. AGS does grade some as ideal, namely the Brellia and the August Vintage, and I believe now VC and BGD have their own that the AGS have given Ideal Cut Grades to but the numbers on those vary so it's hard to just give a number, as do the cutting styles, bec two are modern H&A style cushions and the other two are antique style cushions. The biggest thing to do with cushions is ask for an ASET scope. You want that vs numbers. I would probably start buy looking for them through a vendor that works online and in store. GOG is a good one to start with since you're in NYC because they're on LI and can do all kinds of testing, ASET included.

I was just on Long Island last weekend visiting Barry Block the Jewelry Judge. He is an appraiser and I really liked him. So now I know the next time I am in Long Island to visit GOG to look at stones in person.

I loved Barry. I thought he was extremely knowledgeable and his lab is great. He does everything in front of you and explains it all. When he is done, he writes everything up with a photo of your diamond and puts it in a sleeve for you to take home.
He is located in Garden City NY and only takes appointments. So you have to call and make an appointment with him.
I highly recommend him.

I have a question while reading your summary of the ranges, say I only know the angles of the crown and pavilion, is it possible to decide the diamond is good or not?

This question raised when I was checking out a diamond online, according to the grading report, the crown and pavilion angles are 34.8° and 40.8°, no culet, girdle is thin to medium, both polish and symmetry are excellent, but I don't know the total depth and table diameter, can I still tell the diamond is good to buy?

That ratio is a pretty good indicator of a winner, but you still really need the depth and table to make sure.
