Hmm, depends, if you're going to wear them with a skirt, i'd say hell no, but with skinny jeans, a simple top, and maybe something else with a funky animal print, and maybe a patent handbag, could work - extroverts do exist, and I believe very few women could pull em off, but those that could would look phittt.
