As another data point, I don't shop at PA, but I shop at another US store and I was offered a Kelly to Go today.

Not my SA but I've seen her showing a k25 retourne black GHW to a client (last month?). So yes she has offered quota bags

I already have purchase history in PA store. But not a lot things, just one mini roulis and mini evelyne.
I was wondering how much should I buy to score a Kelly Bag.
I started my journey early this year with a belt and a pair of shoes at PA. Then I fell in love with the quality of Hermès products.
I finally acquired my Kelly 25 last weekend. I bought several calvis, 2 bags, twillies and scarves.
After shopping with my SA, I noticed I gained her trust when she observed how I loved a Plumes scarf. That day she opened up and mentioned I can get 2 quota bags this year.
I have seen the relationship building as the most important factor to getting an offer. Previously she had mentioned 25 is hard to get. When she observed my love for the brand, I was offered the bag in the size, leather and color from my wishlist.
My spend ratio is definitely more than 1:1 and I bought only items I love and use. I am crossing my fingers to getting another bag this year.

Congratulations! This echoes my experience at the store. I can't say for all SAs, but in general the store values relationship and love for the brand.
I made several purchases before my SA asked me what is on my wishlist. My wishlist included B/K/C with generic requirements.
We went into more specifics on my wishlist items after several months and purchases. My offer came soon afterwards.
I did mention wanting a Kelly bag in my initial visits. The request was not added to my wishlist until several visits later.
Based on your purchase history, your SA should have asked about your wishlist. On your next visit, hint at what you would like to get for Christmas and see if your SA asks to start one for you.

I think I was one of those orange bags today My SA surprised me with a lovely B30 and I was over the moon! It’s my second quote bag this year from PA and I was happy to get it just in time for the Holidays to begin.
Oooh! What did you get, may I ask? DH and I are terrible about surprises so he let me see my Christmas present early! He snagged a K28 Rose Extreme!

Your K28 Rose Extreme sounds incredible!! I think it’s definitely the season of bag offers in PA right now, I saw a few other customers get offered bags whilst I was there.

Amazing! I hope you enjoy your new bag! Did you see any of the other bags being offered? I counted no fewer than 5 large orange bags walking around the mall, so it must be raining bags!
