What are they doing with all the past season merchandise and scarves? It makes no sense for them to hold on to everything.

I don't have much H experience, however I know someone who works for H and he said he just bought a ton of ties a couple weeks ago at 90% off. He also said he saw bags there as well. I told him he needs to let me know next time he goes.
