I completely agree with the premise that modernization would be a very good thing. However, I think the difficulty is that the answer to your latter question is: “the tax payers and legislature care”.
The ability to be a member of the royal family or a public servant and accept goods, gifts and financial remuneration based upon their role is controlled by statute and regulation throughout the commonwealth and not the whim of the ruling monarch.
They (H&M) seem to have expected to be supported by public funds and monetize their public titles but not abide by the rules that govern all public servants. Can’t do that, especially so aggressively. KC could do nothing about it even if he wanted to.

No they did not. H & M could not earn income only while receiving the sovereign grant (salary given to TRF for working on behalf of the monarch). The sovereign grant is funded by the taxpayers. They agreed to forgo the salary from the sovereign grant in exchange for the ability to earn their own money AND still perform engagements/patronages/etc on behalf of the Queen (for free).
It’s a bit more complicated than that. Nothing is for free.
I don't really think the half in/half out thing would have made either side happy honestly. The grievances H+M have about the institution are things that would not change in that arrangement, like the communications/media back channeling, the strict rules, the "hierarchy" of the family they'd have to defer to... it would drag out the discontent on both sides. The money issues are valid but even if they were worked out, this part of it would not be.

I am happy to see that this thread exists. I mistakingly went over to the other thread and immediately bowed out. I honestly don't get all the hatred for Meghan. I think she's an amazing woman and she's full of class and grace. I've always loved her style since they got engaged. I think her fashion sense is impeccable. I always looked forward to seeing what she was going to wear. Even during her pregnancy, she looked gorgeous as ever!
I'm glad to see positive comments about H&M continue in this thread. I watched the documentary and liked them even more when it was done. I didn't realize how bad the hate media had gotten with them, until I watched it. Especially with Meghan. It's awful. I would have run away from that toxic father of hers as well. What a piece of work he is. Selling out his daughter to the media for money. That's disgusting.
