OMG - that's terrible.
Where, and how long ago, did you buy it...?
You should be covered by a guarantee if you bought it from a shop/boutique, i think, for (up to) a year for most designers. They should stand behind their products, and with normal use, IMO - pieces of the bag should not just 'fall off'
If you bought it elsewhere, such as Ebay, you may have to pay to get it fixed privately. Most shoe repair shops should be able to help you.
