I guess mine could also be a return, hence these tiny napped / fuzzy spots on the silk. It was placed in a dust bag and not a paper (as I’ve seen on the bandeau unboxings).

I think @beautycase got very lucky because I've ordered 4 (returned 2 so far and still have 2 at the moment) and all 4 have come with these cuts on the corners. I am starting to think it might actually be more normal than not!

At first I thought maybe they did the cut because of the certain bend-in but I'm not sure. Maybe I'm trying to talk myself into that it's not faulty.
Is this your first one? There's no harm in trying to get another one. If you contact CS and tell them that it looks defective, then they might be able to put you on a waitlist for the PA. I feel like I've ruined it for you now . It's up to you. I would try and get another one if I were you just to compare but remember there is no guarantee that the next one will be any better. If you didn't notice it at first, then it's something that you need to decide if you can live with it 
. Is it really noticeable when you use the bag?
I agree with @Francesca1504 about trying to get another one. As suggested I would send pics to CS to find out if these slits/cuts are defective or intentional as there seems to be some inconsistencies regarding this. The old style PAs definitely don’t have these. I don’t know if the PA DA has them. Yup, I'm a PA-virgin lol, well at least the new model. I got the old model and it's not stitched that way. I wanted to get the new model PA just in case my old model broke. But I guess my new one was broke before even using it.
I guess I'll just return and get something else. Not up for returning stuff all the time since this is like your 4th!
