Probably because resellers buy in bulk there. I know of one in particular who flys to Portland weekly to shop. And bring back to a state that taxes. I hope she gets caught and banned.
With the bag and SLG limits in place how can this person even be allowed to purchase weekly or frequently? Unless the manager and SAs don't care and are allowing her to do so.

This has been confirmed by several of my standalone boutique SA, and Saks. My NM SA has told me if I can provide proof of residence (my driver's license etc.) they will allow it. I suspect that it's possible Chanel may begin enforcing this restriction everywhere, and NM could completely be out of the picture soon, too.
Update: this same NM SA confirmed that shipping will NOT be allowed to non-sales tax states starting April 15th.

I’m DEVASTATED because I have a bag on reserve that hasn’t come in yet, and now I won’t be able to purchase it.:-s Really can’t believe this is happening..

They won't make an exception for you since you already had a bag on reserve? That really stinks. I'm so sorry to hear that.

How would residents of these states be able to shop? Does not make sense...,

That Chanel is NOT a Chanel leased location aka it is Nordstrom owned and Nordstrom buyers basically just buy whatever is leftover after the Chanel boutiques get their stock... so I wouldn’t consider it a legitimate boutique at all  They very rarely have the popular items and seem to have a lot of past seasons collections....
Do you know that to be true? My Nordstrom SA offered me a lot of popular items this season. They just all get reserved and don’t make it to the floor. They don’t always have the largest selection, but they got minis with top handle for example

Not sure the law would support charging sales tax remotely (when shipping to a no tax state)...the systems are set up to automatically charge tax for where its being shipped to...

they should find a workaround to set it up as an in store purchase, some kind of legal loophole. Technically could be done by treating as an in store purchase and having an external courier handle getting it to the customer or require customer to arrange that
