At the time of the thread posted by that woman here, Ebay T&S was notified that this seller was NARU under several IDs and still selling on Ebay.
Ebay ignored all reports.
I made one too and was told they were aware he was NARU under other IDs but couldn't explain why he was still allowed to sell under another 2 Ids. (He may have had more).
Another story where Ebay does NOTHING to follow their own rules or protect the consumers on the site until the media get the story. Their T&S department is a joke.

Update.. google has addressed this on their end, so that stores/companies with a lot of negative reviews don't come up first in searches

I know, I really hope he doesn't treat his wife and child this way but it's really doubtful.

Wow.. I am so happy to see that the law is taking this stuff seriously. One down.. a million more to go.
