Custom charges in the US?

Hoping someone can tell me the maximum you can declare in the US and without being charged customs, I'm selling a bag and they buyer is offering less because she feels that the duties will be high. I know the maximum in Australia, just wondering what it is in the US and how high are the charged on a bag worth $2200 (AUD)
