I can’t preorder but my CA put me on the waitlist for a toiletry and bandeau. Whatever that really means. Preordering ability might be about VIC status and also the market you are in, which would explain some of the variation. I’m in the Chicagoland area.

to preorder, it looks like you have to be a VIC, or find an IG seller who has those connections. there was one item i really wanted so i did it that way - paid about 10% extra fee, but worth it for me
the CAs i contacted (about 3-4) all said they could not do it for me, and I didn't want to take the chance of missing out. I am on at least 3 waitlists though, but as far as I understand, that does not guarantee you will get it -- too risky imo

It is risky to be on more than one waitlist- LV staff are able to see this if it is actually entered into the system. It could indicate you are a reseller. If it is a private waitlist by individual CA's then maybe it is ok. It does seem odd though that obvious resellers (on IG) are able to purchase multiples. I thought LV was trying to discourage that. I am glad you found a way to secure the item you want.
Preordered the white speedy last Friday. My SA told me release date will be in November.
Before they came up with the speedy b they told people to attach straps this way. Then once the speedy b came out it was “bad for the bag”... in order to get people to pay the premium for the speedy b. I have never attached a strap to my classic speedy but I know people who have done this and if it’s only occasionally it might not be that bad for the bag.

To me it seems like you are correct. Because I'm assuming the colorful monogram is like the Escale collection, which was not screen printed. I avoid screen print too, and I would not have bought Escale pieces if they were screen printed.
SLGs like the cosmetic bag are definitely screen printed, and the danube as well.
