I recieved an email and have to print it. My printer is all wonky. I'm going to go to a local internet cafe. The email says it can only be printed from the computer it was recieved at. If I was for the email to be resent and don't open it here, but open it somewhere else, does it count as being " recieved" here? I hope that makes sense.

Ive never heard of that requirement either. Are you sure it doesnt mean that the email can only be printed by the person it was sent to? Not necessarily which computer it was sent to. Many people have multiple computers.
I get reward certificate emails from some companies that states it can only be printed by the person it was sent to.
If you have a flash drive, try saving the email to that and opening it on another computer. Or, forward the email to yourself, but dont receive it until you get to the other computer. I dont see why you wouldnt be able to print it from any computer.
