I think strictly speaking, this is agate rather than carnelian, because the former has banding while the latter is usually uniform in colour (though they're both chalcedony). IMO this has been heat treated at the very least and it looks somewhat similar to the colour treated bangles I've seen before, but it's been a few years so I'm not 100% sure. The slightly waxy appearance indicates that it isn't glass, and you'd be able to tell whether it's acrylic (unlikely to be) just by holding it.
