Look for it in the piping along the side panels. It's very small and easy to miss. I use a small flash light to find mine, but many turn the bag inside out.

The loop goes on the shoulder strap on the side with stud. It's meant to hold the excess strip down. The older bags have one loop, the newer have two loops.
