That rings been around for awhile and seems to come and go. Seems to keep people guessing though.
In this case, without the other rings on other fingers, it seems to me he is making a clearer public statement of commitment. He is seriously all dressed up and looking intent on making a good impression. That is the only symbol of commitment to one woman that he is showing to the world on that day. Even if he intends never to marry again (get a legal marriage certificate or a religious ceremony) he is saying this is who I am, to those of us who understand the ring symbolism.
They have been together long enough to make it a 'legal' arrangement in my state, but I don't know about California. If he were to die without a will, would have legal rights?
So I am going to accept this as his message to me, anyway!

"In California, the court recognizes palimony (Marvin claim). This means that if a couple lives together for an extended period of time and splits, he or she may have a right to receive support and/or a right to certain property acquired during the relationship."
