This is pure speculation on my end and I have no insider info, so take this with a whole shaker of salt. But if you want one and have an SA you work with at least semi-regularly, I think it would definitely be worthwhile to reach out to them about it, or if you don't have an SA, to try to go in on launch day. I have been really surprised at stock availability these days (I guess due to the consumer slowdown), and I feel like there are pieces from 24C that I thought would be gone in an instant that are still available.
Now, I recognize that the Kellys might be a different beast altogether, but even if they are limited to VIPs, it seems to me that your chances of getting one as a non-VIP would be greater now than they would have been for a lot of the other really hot bags a couple of years ago. But! My opinion is free and worth every cent.

I doubt it. Usually when a new style is in its 2nd season it is open for everyone to buy. Or at least, that would make sense
