Did they send an empty black Chanel box that’s usually used for bags? If so maybe there’s a glitch in Chanel’s system and they are mistaking sending bag boxes to the wrong clients? Once the bag boxes are restocked they are supposed to send the (empty) box to clients who have purchased a bag without a box. But those are supposed to be sent out by each SA, who has a list of clients that lack boxes, so I don’t know how that glitch could happen…
As far as I can tell from my local boutique and IG:

The qualification for my boutique seems to just be first come first served until they run out. As in, when they had every free gift in stock, everybody that purchased any factory no.5 stuff, regardless of amount, got every gift, then as they ran out of candles and cupcake toppers, everybody else got the remaining gifts.
