I'm traveling to Japan soon and I'm looking to pick up a bracelet. I know many standalone stores do 10% tax refund for tourists, but I've also heard people being offered 5% off when shopping at a department store. Can someone corroborate this? Does that mean it's better to do your Cartier purchase at a department store?

The dept store discount excludes the mini boutiques like VCA, Cartier, Hermes, Goyard, etc.
