I had heavy pen marks on a pale beige leather handbag once. Nail Polish remover applied just in the marks via thin cotton buds did the trick nicely. This looks like paint or maybe crayon though? What are the marks caused by? First step for me would be to take the bag back to store to ask for help - no doubt they can assist you. Failing that, a specialist restorer in your city? Will be interested to see other replies.
 
First a good leather cleaner, such as Cadillac. Then, if that doesn’t work, pure acetone nail polish remover with a Q-tip/cotton swab. If that doesn’t work, dye or graffiti paint. ??? I’ve done a few repairs and dye jobs, but am by no means a professional. However, I don’t think the value of the bag warrants a specialist such as Leather Surgeons.
 
This looks like patent leather to me (based on the shiny leather). If it is, these are color transfer marks. Sometimes, if you catch the color transfer early you can use the hairspray trick to clean the leather. If the color has been sitting there for awhile, unfortunately there's not much you can do. If you want to salvage the bag, I would just dye it black.

I might try to dye it but I am not sure how with this shiny texture? I have tried removing a stain from a YSL shoes with the nail polish remover and it made it worse so I’m scared to go back on that. Lol

Yes, I've seen it done many times. Just make sure to find a good leather specialist. I say this because if you find someone local who doesn't know the proper way to pre-treat, dye, and post treat, the coating could crack (due to dryness from the dye) or the dye job might not be even overall.

With black, it covers everything, so there is no need to baby it in the future.
