Yes, fake. The serial font is much too thick and isn't right for anything made in the "H" plant, and the leather turnlock tab padding or pillow is completely wrong, it should have the same shape as the ones on a genuine Willis.

It's authentic.
Evidently the seller had more than one of the bracelets because the one in the listing has a different tag than the one you photographed. (That's something you might see often when sellers have multiples of items. They take one set of pictures but as long as all are in the same NWT condition, it's not an issue, IMO.)
