It looks like a genuine Compartment Bag, style 9850, from the late 1980s or early 90s.

Yes it is pre serial number, probably from the 70's. It's authentic but it isn't a city bag. It looks like a convertible clutch. I've seen many fake vintage Coaches but I don't recall if I've seen any with a NYC creed.

I think both are okay.

Regarding the tag, they're only held on with a couple of stitches and the threads break easily. Also, some people are sensitive to anything that rubs and remove tags that irritate them. My guess is that it's more likely missing because the stitches broke.

I'm not sure. It looks like an authentic Legacy satchel. My concern is the backs of the buckle holes where they look like petals of a flower. I have the smaller version of this satchel made in the same factory but a different month, and the backs of the buckle holes are smooth circles. It's probably okay but wait for another opinion.
