Thanks very much! What is the best thing to do when I come across something that appears to quite likely be fake? Report and link to the salearea guide in the report? Should I post here first to make sure? Just ignore unless I am contemplating the bag?

I'm not seeing any photos. Your image link is only showing when the Reply window opens. Reposting below but I don't think it's real, the font isn't right. More opinions are welcome since it can be really hard authenticating JUST a hangtag. They're very easy to fake.

Always post here first. There are a lot of styles and details that don't fit any specific category, and there are a thousand more exceptions and "if's, and's and but's" than anyone could ever have room to describe in a few-thousand word Guide.
Daria48's Guide breaks fake numbers down by Always Fake and Possibly Fake, but there's also a remote chance that someone doing the stamping simply made a mistake, and we need to take a close look at the bag.
The ones you can report immediately are the ones with a serial number like that one - only 5 digits or that says Made In Korea, or the ones with only a 2-digit prefix at the top of her List like NT-4903. Those are always fake.
Also note the Edit I made to my original answer:
"BTW, if the seller removes the fake hangtag and the name Coach from the listing description it would actually be legal to sell since other than the hangtag, it doesn't seem to say "Coach" anywhere on the bag. The creed just says "This is a Leather Ware bag..." which isn't a copyright violation."

One good thing about asking here before reporting - if it does turn out to be fake there will be even more reports filed with Ebay about the fake and it will hopefully get removed even faster.
Dakotas and some Sheridans from the early 1990s didn't have serial numbers either. Read the Salearea Guides on Italian bags, vintage leather, serial numbers and creeds. I don't remember which one they're mentioned in but they're in at least one of those Guides.

You're right. It's fake. That number is used often by counterfeiters.
ETA: I just noticed that the seller claims it was authenticated through Coach!
Update for those who care
I'm glad you're getting your money back. I noticed that in the listing, the seller admits to using polish. It is a good idea to avoid any bags that have polish on them. It is almost impossible to clean them.
