Those FS tags are put on at the store when the original tag has been lost. I never thought of it before but I wonder if the FS on the tag has the same meaning as the FS stamp on the creed -- final sale. @BeenBurned @Hyacinth what do you think?
I can't give a definitive answer, just speculation.

I've purchased items at outlet stores that had "FS" tags added at (outlet) store level. However most outlet items have "F" tags.

But in looking through some of the pictures in my files, I also found some "FS" tagged items that I know didn't come from outlet stores.

MARSHALLS PURCHASE: I purchased wool beanies at Marshall's in 2006. The following pics show the stock image and a tag from one of the hats I bought.

Maybe FS means factory store?

Hi all, I have learned so much from these forums. Thanks for all the sharing.

Yesterday, I came across two bags that I bought from ShopGoodwill in 2019. I think that was before they did authenticating. Anyway, these bags got misplaced and were smooshed flat in a mailing pouch, so I am just getting around to them now 4 years later. I am optimistic about the Bleeker Bucket bag being authentic. The second bag, a Patricia’s Legacy, has a lot of suspicious characteristics, but I’ll leave it to you experts. I found conflicting comments while reviewing the forum. (I am going to give the second bag its own comment, so the photos don’t get jumbled.)

Bag 1: Bleeker Bucket Bag in an extremely dark brown that looks black depending on the light.
Serial: F9D 9305
On the bottom, those are some loose threads. Is it common for them to get loose like that?

This one is authentic. Loose threads aren't uncommon. I would push them back under the edge.

Even though Goodwill now authenticates items, I wouldn't trust their authentications. The service they use makes lots of mistakes.

I think the FS on the price tag might stand for Factory Store, otherwise we should have seen at least a few with a Final Sale stamp on the creed along with an FS price tag. Haven't we've seen one or two FS price tags with a "generic" style number that they apparently use when they don't know the original number?

It came up for discussion a LOOOOONG time ago but maybe we never found a definitive answer.

ETA - there's an old note in my files

"FS (or 2 bullet stamps) = final sale (extra discount was given but Coach won't accept return or repair requests)"
but by the time the buyer would have tried to have the bag returned or repaired, the paper price tag might have been long gone, so I'm not sure if that note even makes sense.

Bag 2: Patricia’s Legacy in black
Serial: J8P-9951

I read one comment that said that this serial number is only fakes. In another place in this forum, I saw a bag with this serial number given the thumbs up. Confusing. It has the ominous “solid brass” marking and various other suspicious things. The zipper is big and sturdy though.

Let me know. Thanks in advance. I’m glad that I didn’t pay much.

Thank you and sad that Goodwill authentication is untrustworthy. Thanks for the suggestion about the threads too. My dog looked very similar to your avatar when he was a puppy. Awfully cute.

Definitely fake. The actual number wouldn't be fake if the creed wording matched the factory code. There are a lot of other things wrong with it.
