It's an authentic Swagger 9620 made in the late 80s. I've seen the irregular stamp before. Often it is impossible to tell why it was deemed irregular. Possibly it's due to the color variation in this case.

It's a genuine Swagger, style number 9820 and probably made in 1988. The "irregular" stamp was found in some vintage bags, and usually there's no obvious reason for it.

ETA - never mind.

ETA: I wonder if the seller of the second bag photoshopped the creed out. It almost appears so. (The bag IS authentic so no worries there):

EDIT- The OAZ in the creed is what concerned me. Is it possible that the O and the A had been transposed? Has that ever happened before? I don't know if maybe it was a Monday morning and the stamper had a long weekend. .. Lol!

It's authentic, and yes it has been transposed. It happens occasionally.
