Yes you can offer less than the BIN. I sell using that method as I can't be bothered with auctions. I list with a BIN at a slightly higher price than what I want for it and ask for best offers which might be $5 to $20 less than the BIN. If a buyer really wants the item they will grab it at the BIN. Also buyers like best offers because it gives them a chance to 'haggle' with counter offers and if they get it less than the BIN they feel they got a bargain.

Auctions are good for buyers, but not necessarily for sellers, as a buyer does not always end up paying the maximum that they are willing to pay. A BIN facilitates that.



I get ridiculous offers sometimes. A bag with a $150 BIN gets an offer of $25. It's hard not to be offended. Sometimes I can't help myself and decline with a comment like "you can't buy a plastic bag for $25".
I always try to be respectful when I make an offer. I usually do 20% below the BIN. Sometimes my offer gets scooped up so quickly I go "dayum!" but I have become pretty good at assessing what something is really worth and what I'm willing to pay for it. I'm not offended if my offer is rejected because I have offered what I am willing to pay without lowballing the seller. Recently I bought some gold charms that had auctions with different end dates. I emailed the seller to see if I could get combined shipping and he was saying, there's no guarantee you'll win. I said, "I'm sure I'm going to win" but he was pretty skeptical. I won them all because I use a sniping service and pay what something is worth.

I'm not comfortable with the listings from either seller. Both appear to use at least some (if not all) photos from other sources and/or stock images.
 
You don't follow your own advice! You got it for 56% of the listing price. Which is why sometimes it is worth making a lowball offer.
I negotiated with the seller before she re-listed. It was originally at $50 with no best offer option. I asked her some questions about the condition and also pointed out the correct date. I didn't get her reply until the next morning - time zones again - by which time it had ended. I would never usually make such a lowball offer. She listed it with a high BIN so no-one else would grab it before I did. Nice person.:smile1:
