Basically anything that doesn't sell well will end up on sale! So it's hard to predict what will/will not end up on sale at the end of the season. To answer your question, I've seen many boots on sale through the years.

Yes, but hopefully they dont run out of your size/style! I've purchased a pair on sale.. my most incredible pair ever. It is grey suede over-the-knee boots, and the leather feels amazing. So soft and comfortable!!😍😍
