Special order only abaliable at selected stores?

I would like to know whether special orders can only be done at selected stores such as FSH, or they can be done everywhere.

Agree, at MOST stores, but not all. And store policy on this depends on the manager. In my local store for example, each month one SA can only accept one SO from their clients. Consequently they pick who the customer that can place the SO order for that month.
