I'd recommend the Bulova, though I'd say make sure you're okay with that rubber strap it comes with! I've seen both in-person, and am not a fan of the black Seiko.
Quality-wise, they are both top-notch. Bulova is one of the top three mid-tier watch brands in the US (they're actually number two, just below Citizen, above Seiko, in the 200-500 market), and I personally like the "American brand" story of the company more (and the employees are wonderful). Bulova is actually now a separate (NY, USA-based) subsidiary of Citizen, whose backing is letting them come out with some wonderful new lines.
Have you seen this similar watch with the rose gold-tone bracelet? (attachment) It's a somewhat older model though, and I believe out of production...in fact, it was a Canada-only special edition if I remember correctly. But this will let you see what it'd look like if you wanted to "transform" it from its black strap.
