It was around 2004.
The dustbags were slightly redesigned in the summer of 2016 when the company changed its packaging to the “saffron + blue” look. The color of the “LOUIS VUITTON” print on the dustbag transitioned from brown to dark blue.

I bought a couple of pre-loved bags from Japan that had these stiffer fiber-y bags (they feel sorta like thin felted wool). I didn't think they were legit, but another LV friend there confirmed they were definitely used there in the late 1990-early 2000 time frame. Yes, they used to give drawstring bags with most of the larger bags, but I guess decided it was more cost efficient to provide the fold-over style.Brand new to this forum. I recently came across a very large LV dust bag that was meant for a Keepall. I loved it because it was wide and a drawstring and it was from a reputable seller. Now that I have it, I'm not sure if it's authentic.
Why I'm skeptical:
1. It is not made of cotton or at least it does not feel like cotton. It isn't soft, kind of feels like unwoven cotton blend, maybe. (I tried to show in the photos, the hardness and texture of the dust bag.)
2. There is not Made In _____/100% cotton tag inside.
3. The drawstring is much thinner.
4. The stitching is unfinished.
Has anyone seen a dust bag like this before? Or have one with harder material that you know is authentic? Did they ever make huge drawstring bags for Keepalls?
