20cm silver bracelet ok for a 18cm wrist ladies? I am planning a surprise birthday gift for my lady.

21cm would be better. You would normally add 3cm to your wrist size.
Thanks for the input! I asked the SAs from 2 different boutiques today and got mixed reviews. Some say 20cm is fine some say it's too big as the bracelet will expand by 0.5cm eventually.
I've found that they don't actually stretch, more just relax. But I know some do stretch slightly. Are you planning on adding muranos? If you don't think so, or will be filling it slowly, I'd go for the 20cm. For more than 3 muranos I would go for 21cm. It depends on personal preference on how she would like it to fit too, so I would keep the receipt just in case.
My wrist is 15.5cm and all SAs were telling me to go for the 18cm bracelet, ie 2.5cm bigger and so I did. However it was almost impossible to close when full up so I exchanged for the 19cm which is 3.5cm bigger than my wrist.
I have a full bracelet with one Murano and it's perfect! I couldn't imagine it any tighter as then it would have no movement at all, but I guess some folks like their bracelets on tight. I'm so glad I listened to wise souls on this forum instead of Pandora SAs.
The bracelet does not expand or stretch in my opinion. I have had mine for 8 years and it is still the same size. A 20cm will be too small if she wants muranos on. I can guarantee it.
Exactly. Us ladies on here have the knowledge and experience haha. When I first got measured for mine she got it spot on. Same as you. 15.5cm wrist and 19cm bracelet is perfect. No too loose and not tight.
If it is too tight when full it will not close and you run the risk if snapping it at the clasp.

To answer your question, go for the 21cm. It will be 3cm bigger than her wrist; mine is 3.5cm bigger than mine and perfect (full with or without a Murano).
