Maybe someone wanted to dye the whole bag white and stored it in a paint can with white color? Because wall paint works so well for dying leather
Then that someone thought "Nah, not looking good", wiped off the white as good as they could, but forgot the studs? Lol. Poor bag.

Most likely. It looks as if the leather is even bubbling up on the strap & weight distributor.
Regardless, I'll bet it smells musty as heck. I practically need to pop a Claritin & Singulair just looking at it.
