I did asked my SA about it last week and after much checking with the repair centre they finally came back with a firm answer.
My SA say that for the stores here, the SA can order a replacement pouch in the same color and material as the client's NF NM in their global purchase history. In addition, the SA has to sight the bag, I have to bring it in, so as to make sure the bag has not left my possession. The feeling I get is because there are only 3 LV stores here, HQ scrutinise replacement parts requests very closely. That said, it is probably easier to get these pouches no questions asked in the US where there are hundreds of stores and shop in shops.
