What a nice friend, LL! My sources say "Les Armes de Paris" was designed as a 90 silk by Hugo Grygkar in 1954 (he didn't sign his scarves). The gavroche is much newer, of course, but I don't know how to keep up with those as we're seeing more design reissues all the time. (Mine is a gavroche too)
The ever-helpful Wikipedia says that the coat of arms of Paris shows a boat with the Latin motto "Fluctuat nec mergitur," translated in French as "Il est battu par les flots, mais ne sombre pas": "She is tossed by the waves but does not sink".
I think the design is really charming as it shows various embroidered versions of the coat of arms surrounded by needles and thread. (The official colors of the city are red and blue)![]()
