The year when the scarf was issued -1993might have something to do with the Treaties of the European Union and the establishment of EU.It's from Ｗikipedia info ”Maastricht Treaty”

Thank you. You are right about this! I guess the scarf commemorates the establishment of the EU and the adoption of the circle of stars on the flag / emblem.

I just think maybe Mother Europa needs an H carré to cover her bare chest!!
