Maybe this is a good place to ask about the inscription that runs all around the border of the Europe carré in a large gold band.
It's:
"Que l'harmonie et l'amour soient dans les esprits et dans les coeurs des hommes pour réussir ce monde qui nous accueille. N'abusons pas de cette confiance mise en nous. Sachons la mériter par nos étoiles unies."
Which I guess means something like:
"May harmony and love be in the hearts and souls of men in order to make a success of this world which welcomes us. Let us not misuse this confidence placed in us. May we know how to deserve it by our united stars."
There's no actual punctuation and it's all in caps, and it could begin and end anywhere because it's all linked.
It sounds like a nice political statement about unity, but what is the reference to united stars? It dates from 1993.
There are medallions, one with the sun (rising in the east? it's on the left side of the scarf) on mountains, trees, and water; and with the sun (setting?) over the ocean. Other medallions show a lyre (harmony?), grapes (concord?), the caduceus (healing?) and scales (justice).
Best part is the central grouping of mother Europe (surrounded by the aforementioned STARS!!) surrounded by naked cherubs (imitation of all those Renaissance Holy Family paintings), all pointing at an architectural rendering signed "Boulogne l'Aisné."
HELP !!! (Why did I not become an art historian?) Anyway, sorry for the excessive nerd moment.

However, my best guess would be a speech that would have been delivered for the creation of EEC, or the adoption of the European flag (12 stars in circle on a blue background).
