I collect vintage watches, and I believe this type of watch will not hold its value. First of all, the diamonds are very tiny and likely are of poor quality. So, they may total 9 carats but they are not a "good" nine carats.
In general, when buying watches it is best to choose a brand that will hold its value. Of course, Rolex and Pateks generally do. And although they are considered "jewelry" more than watches by watch experts, Cartier watches are always in demand. Tiffany a little less so.
