Is Togo 25 heavier than Swift .?

Yes, but given the small size, I don't think it's significant. That said, I only have Chevre and Swift in 25. Perhaps you can ask your SA to show you both (honing in on colors for this size for instance instead of leather) and you'll get a better idea once you're able to try it.
