So basically it's the SA's discretion.

I think they include that in the print to say, "Sorry, this won't work on all of our products. We don't want to outwardly alienate shoppers if they're only interested in 1941. So we're hoping that this coupon will get them into the store, and the sales associates can get them to buy something else once they break it to our shoppers that 1941 is off limits."

I am just hoping that this will be in effect at all stores. It's frustrating to loyal customers to hear that their SA won't allow the discount on 1941 but another SA will.
