Blind Item #8
The FBI is investigating this momager and this B+ list rapper for transporting minors across state lines for the purpose of sex. They are cracking down and apparently there is talk of a grand jury convening.

You need parental consent to travel at 17?

Copied from US customs and border protection

If a child (under the age of 18) is traveling with only one parent or someone who is not a parent or legal guardian, what paperwork should the adult have to indicate permission or legal authority to have that child in their care?

Due to the increasing incidents of child abductions in disputed custody cases and as possible victims of child pornography, Customs and Border Protection (CBP) strongly recommends that unless the child is accompanied by both parents, the adult have a note from the child's other parent (or, in the case of a child traveling with grandparents, uncles or aunts, sisters or brothers, friends, or in groups*, a note signed by both parents) stating "I acknowledge that my wife/husband/etc. is traveling out of the country with my son/daughter/group. He/She/They has/have my permission to do so." See our Q&A parental consent.

Interesting. Don't know why I thought the cutoff was 17 for some reason.

I don't think that many people are asked for that paperwork. I've taken my daughter out of the country at least 6 times without my husband and have never been asked for anything.

I've never been asked for paperwork with either of my parents, but without them I have, and Kylie's without either of her parents. 17 traveling with a 24 year old non-family member...

Nobody in that family has any discernible talent. Where they are is attributable to massive ambition, avarice and cold hearted manipulation by Kris to accomplish through her daughters what she wanted for herself. There's no obvious role for Kylie in that stable. Kourtney is the baby maker, Kim is the looker, Khloe's the plain yet sensible sister, Kendall is the model. She could have made Kylie ths scholar, but there's no fame in that
