I think the rules are different for Hollywood 
. Some members of Hollywood Royalty families like Goldie and Kurt (yes I know he's not her real Dad) get a free pass, especially if they've made even a small name for themselves.

I noticed that too, but I can't figure out what cosmetic procedure would produce that look.
I agree - it looks like a combo of the eyebrow pencil and the white pencil giving her a slightly different look.
