^I'd say that's subjective. I don't necessarily think her legs lack tone or definition.
Technically speaking, "tone" and definition are the same thing, which boils down to the amount of bodyfat over the body part in question. And that is completely a function of diet. One can workout three hours a day but eat a crappy diet-- they'll never achieve definition. And conversely, one can never step foot in the gym but follow a very strict diet, and they will be able to get that defined look (what is under the skin that is being defined might be another story). Diet is absolutely the deciding factor.
