I think two bags of the same sort (two shoulder carry totes, two top handles, two messengers) usually don't look very good worn together. That's where personally I limit things to.
But a handheld and a tote, that's actually a very handy combo since your important personal items are easy to reach and your bulkier things are out of the way in your tote.

I carry two bags to work every day. One larger bag with my laptop, badge, and work papers:



And then whatever crossbody / shoulder / satchel / etc that I’m wearing to complete my ‘outfit’.

Forget two I usually carry three.
One dressier style bag and two fabric totes.
