E-mail her back and politely DEMAND a tracking number and let her know you expect them to be shipped immediately.

Frankly, I would lodge a police report anyway, even if she does return the bags. She obviously had no good intentions and this would be a clear case of cheating or misappropriation. Keep all your correspondences. If the police do investigate her, charge her or even give her a warning, it would prevent her from scamming others again in future. Keep us posted!
