Yeah, she's definitely been less of a good girl than she started out but at the same time she's 23 what do we expect?

I'm actually contemplating a tattoo and I never thought I'd get one.

Hilary Duff hits the red carpet at the 1st Annual Global Action Awards Gala on Friday (February 18) held at The Beverly Hilton Hotel in Beverly Hills, Calif.

The 23-year-old entertainer presented Miley Cyrus with the Global Action Youth Leadership Award for her work with Blessings in a Backpack - which Hil also supports! - and her Get Ur Good On campaign.

“I want [kids] to do something they love,” Miley said during her acceptance speech about the importance of giving back.

“Not something that seems like a chore because someone tells them that’s the right thing to do or what their parents want or what’s important to people around them but what’s on their heart,” she told the crowd.
