Yes, I also think pre-spend is required. My SA told me they only received two last year. A friend of mine is still waiting for one and she's already received 4 QBs.

I received a phonecall from my SA saying that there's a k28 in one of neutrals I've requested but have yet to come to the store! SA will update me on availability to come in so I don't know what it is yet! Spend is over 30k excluding non qbs.
