I don't believe you can purchase the cleaning solution at Tiffany's.
It is not available in Belgium, but whenever I'm in the States and in need of a new jar, I take all my Tiffany jewelry to a store, have it cleaned and then I ask if I can buy a jar for at home use. They'll tell me it's not for sale, and then give me a jar for free.
I indeed use a baby toothbrush on my jewelry and watches.
Yesterday I also had a chance to try the Diamond Dazzle Stik and my ultrasonic cleaner - both are AMAZING!!!!!
Next on my list to try is the Sparkle Sparkle thing that Ame mentioned...
