That looks like its Acrylic Leather Paint. It’s what they use to paint the ends/edges of leather to give it that finished look, mostly like they didnt let it properly dry so it went on the chain. Kinda makes me wonder if it was refurbished/sent to Chanel so they can send it back to the boutique to sell it. You might be able to use a needle to remove them.
Thanks this is what I was thinking. I’m so disappointed. The production of this bag had already been pushed back for spring and only a few stores in the US got it.

Agree this looks like paint used to pain the edging...I rarely say exchange...I'd exchange this.

That’s the last one available? Yikes that’s a tough position to be in if the bag can’t be exchanged. How much do you love it? Would you be fine just returning it? Because that condition is unacceptable. Up to you if you want to just keep it and then maybe ask Chanel if they can get the paint removed.
