It has been around pretty often at around mid of June. However, since then I have not seen it anymore. One of the Youtubers I have watched said that the 15 would be nearly impossible to get (in the US). However I think it would be restocked again, just as the other htf items such as PA.

I've also seen this behavior in Sweden. Where resellers double the price. It's disgusting. When the sellers full name shows in the add I just want to call LV and tell them what the seller is doing so LV can ban them for life

The funniest thing ever I have seen / read from a reseller on German eBay was the following:
This reseller was selling two mini Pochettes from the Escale collection one timely following the other (full set!!!) with the following explanation: I am selling this Pochette, because I have ordered one and LV has mistakenly sent me two of them Yes, for sure - two for the price of one and both with a full set, so two boxes, two dust bags and ... two envelopes with receipts!!!

Well to be fair, this happened to me with amazon. They sent me twice the same product separately. And I kept both obviously and sold one ahahah. But I strongly doubt that it would happen with Louis.
